Manhole Cover : Wakayama

I found this cover on the way to Wakayama Castle from JR Wakayama Station but unfortunately, I cannot find the meaning of this design.

(any help is welcome 😀 )

    Dear Friend!
    Greetings!
The colored manhole cover is that of a fire hydrant,
The uncolored one is that of a sewer/spent waters!
They represent a traditional art of Wakayama Prefecture: paper balls!
    Best regards,
    Robert-Gilles
